MALAYSIA SERIOUS IN CURBING CORRUPTION, SAYS PEMANDU

KUALA LUMPUR, March 7 2013 (Bernama) — Malaysia, under Prime Minister Datuk Seri Najib Tun Razak, has been one of the most active anti-corruption combatants globally.

This has been achieved through various initiatives, including the use of technology such as the “name and shame” database, specialised courts to hear corruption cases and the just-signed integrity pledge, by the government.

All these have been highly looked upon by countries, including many developed economies.
The integrity pledge, introduced by the Performance Management and Delivery Unit (Pemandu), has been even extended to cover public projects such as the multi-billion ringgit Mass Rapid Transit (MRT) infrastructure project to ensure investor confidence and maintain integrity.

Ravindran Devagunam, who heads the National Key Results Area (NKRA) of Fighting Corruption, said the new “name and shame” database, will comprise information on people convicted of corruption offences in Malaysian courts.
“The database is simple and available publicly. Even the United States State Department has expressed its intention to use it to filter visa applicants from Malaysia,” he told Bernama.
Pemandu is also working closely with the Malaysian judiciary system, for the latter to be more specialised in handling corruption cases.

Besides the MRT, Pemandu has urged every mega project involved in national development to join the integrity pact.

“So, everything under the MRT project comes under the purview of the integrity pact,” he said.
The integrity pledge, a joint cooperation between Pemandu and the Malaysian Anti-Corruption Commission (MACC), has also lifted the confidence of investors in the government and the private sector.
Ravindran said currently close to 100,000 people had signed the integrity pact with the Treasury, and Pemandu now wants to extend it to mega projects under the Economic Transformation Programme (ETP).
Turning to the specialised courts, he said for the past three years, Pemandu, through the Fighting Corruption NKRA, has been placing systematic building blocks to set up such courts.

“Malaysia is one of the very few countries in the world, with special corruption courts. We have at present 14 specialised courts across Malaysia, just to hear the corruption cases,” he added.
Ravindran said Najib has stood strong in his aim of transforming Malaysia into a high-income nation, with zero level corruption.

A fine example of the premier’s intention was highlighted, when he took the TI corruption perception index and global corruption parameter, as his personal key performance indicator (KPI).
“The move awed many, as he (Najib) is the first leader anywhere in the world to take the TI’s index as an indicator.

“The decision by the Prime Minister was a difficult, but indeed, a very brave move on his part,” he said.
Ravindran said Pemandu has been undertaking various initiatives and putting in the building blocks in fighting corruption at all levels and in all environments.
